Future Trend #5: Marine litter science is the equivalent of Mars exploration for the recycling & waste management industry

Many people were surprised by the recent NASA announcement that evidence was found for summertime water flows on Mars. Well, this is something that could change completely our perception regarding other planets. “Mars is not the dry, arid planet that we thought of in the past,” said Nasa’s Jim Green. 

I believe that marine litter science is a similar case - the findings that are already here and much more the ones that will come will change our perception for the plastics and they will create innovation waves that will reshape recycling and waste management. Well, maybe not so drastically as billionaire Elon Musk has spelled out that he wants to change Mars (he plans to create temporary suns over Mars in order to heat the Red Planet) but probably with a more concrete way.  

Marine litter will be a key-issue for waste management for the next 2-3 decades. The facts are shocking. According the recent study "Threat of plastic pollution toseabirds is global, pervasive, and increasing", 80 of 135 (59%) species with studies reported in the literature between 1962 and 2012 had ingested plastic, and, within those studies, on average 29% of individuals had plastic in their gut. Currently, the annual losses of sea birds, turtles and fishes related to the plastic pollution are estimated to be more than 1.5 million deaths per year and according to Laurence Maurice from the French Institute of Research for Development, the problem is likely to worsen.

Just imagine that we are speaking for concentrations that reach 580,000 pieces per km2 and the plastic production is increasing exponentially. So it is not a surprise at all, when it is forecasted that the increasing plastics ingestion in seabirds will reach 99% of all species by 2050!   



Together with climate change, marine litter and ocean garbage gyres prove that no matter if we understand it or no, local waste management practices create global impacts and that there is a need for global coordination in order to manage such global impacts.

Marine litter is also a certain signal for the limits of our societies, the technological, social and ecological ones. Marine litter is straight forward associated with ecosystem’s damages by plastic pollution and demonstrates the tangible and measurable impacts of our collective inertia to face the global waste management challenge.

I have gone through two recent research papers that demonstrate the long-term impacts related to plastic pollution and marine litter.

The first one (Global warming releasesmicroplastic legacy frozen in Arctic Sea ice) indicates that microplastics have accumulated far from population centers and that polar sea ice represents a major historic global sink of man-made particulates. The study suggests “the potential for substantial quantities of legacy microplastic contamination to be released to the ocean as the ice melts therefore needs to be evaluated, as do the physical and toxicological effects of plastics on marine life”.

In the second one (An anthropogenic markerhorizon in the future rock record),  researchers from Hawai have reported “…the appearance of a new “stone” formed through inter- mingling of melted plastic, beach sediment, basaltic lava fragments, and organic debris from Kamilo Beach on the island of Hawaii. The material, herein referred to as “plastiglomerate,” is divided into in situ and clastic types that were distributed over all areas of the beach. Agglutination of natural sediments to melted plastic during campfire burning has increased the overall density of plastiglomerate, which inhibits transport by wind or water, thereby increasing the potential for burial and subsequent preservation. Our results indicate that this anthropogenically-influenced material has great potential to form a marker horizon of human pollution, signaling the occurrence of the informal Anthropocene epoch.”


Well, obviously the case of marine litter represents a huge global and local challenge for the international stakeholders, the governments and the industry. The solutions required have just started to be discussed publicly and some pilots have started to be tested. For sure, the solutions required will need changes in the whole life cycle of plastic products and not just in the way they are managed when they are considered as “waste”.

But let’s focus on the other side of the moon. The case of marine litter highlights some new opportunities, as much as it reveals global long-term threats. I am not hoping for a megatsunami, like the one that 73,000 years ago was created by a large flank from the volcanic island Fogo in the Cape Verde islands, off the coast of Africa, that fell into the ocean and triggered a tsunami that moved mountains.

Let’s start with the obvious. Marine litter impacts (much more than climate change) are relatively easily understood and visualized, so I bet that there will be many communication campaigns, especially the ones related to plastic recycling, that will use the case of marine litter as a powerful communication “bridge” too, for broad audiences.  So, yes, what I mean is that marine litter opens the opportunity to influence much broader audiences and create global awareness about the waste management and the recycling challenge.

The huge impacts of plastic pollution, which have just started to be understood through the case of marine litter, create the dynamics to discuss about the necessity to reduce plastics from the waste streams and to identify appropriate final treatment techniques when they can’t be recycled, for one or another reason.  Even better, we have to use the case of marine litter to promote the discussion for a plastic waste – free society, where many products should be redesigned in order to reduce or eliminate plastics and substitute them with more ecologically friendly materials. 

Obviously, the big challenge is to create an appropriate systemic integration between supply chains - consumption and post consumption management of plastics and the emerging Internet of Everything with the possibility to develop digital passports is certainly a hope. 

I do hope that we will also have a lot of technical innovation related to the management of post-consumer plastics – some new patents have already attracted my attention like production of ethanol from single stream plastic recycling or preparation of high calorific value fuel from end of life plastics. But this is just the beginning, because the global magnitude of the problem has attracted the attention of the big donors that are pulling gradually a lot of money to the relevant research. Many local social innovation programs have also started and if they become mainstream, sooner or later the problem will become much more manageable than it is today.

Thus, I am waiting a lot of innovation in several sectors, like:
Plastic recycling
End of pipe solutions
Material innovation and substitutes
Manufacturing innovation
Design Innovation

Will this wave of innovation be enough to resolve the problem of marine litter? No one knows, but it is worthy to try…

Globalisation and waste management - the report is published


It took us almost four years of hard work, more than ten specially organised events (from Singapore to Buenos Aires), cooperation with almost 50 different scientists worldwide and hundreds of days writing and editing but the final report on Globalisation and Waste Management is published and you can download it from http://www.iswa.org/fileadmin/galleries/Task_Forces/TFGWM_Report_GWM_LR.pdf

The report has been prepared by the Task Force on Globalisation and Waste Management which has been set up by ISWA's Board in 2010. I am really thankful to my colleagues for the opportunity they gave me to work together and the things I learnt working with them so special thanks to:

Global recycling markets represent a new challenge that affects local recycling programs


The dialogue between the formal and informal sectors, and transition to a formalised recycling activity within a city’s solid waste management system, is to the advantage of both 

There is a need for a radical reform and upgrade of the current minimum international aid related to waste management

After – tsunami waste management: a global problem


We are getting close to March 11, 2012, the first anniversary of the earthquake and tsunami that devastated Fukushima, Japan. Unprecedented pictures and videos are definitely still through our eyes and minds whenever we remember the M 9.0 earthquake that hit the coast of Honshu, Japan's most populous island near Sendai, the capital city of Miyagi Prefecture, on March 11, 2011 at 05:46:23 UTC (roughly 231 miles Northeast of Tokyo).

More than 16.000 dead people, hundreds of billion dollars infrastructure damages and a very serious leak of nuclear radiation from the Fukushima nuclear plant were the main direct consequences of this catastrophic event.

From a waste management point of view, there is still a huge problem regarding the million tons of waste, mainly debris but including a lot of hazardous waste too, that were created during the tsunami strike. Just to have an idea of the disaster, only in Sendai city there is more than one million tons of waste wiring to be removed and managed during the next 3 years. The cleanup is expected to cost at least $1.3 billion!

Just imagine the overall quantity of debris is expected to be more or less around 25 million tons. As for the overall cost, it is expected to far exceed the $3.2 billion required to dispose of 15 million tons of debris in the Japanese city of Kobe after its 1995 earthquake.

A second problem, with really global dimensions is related to the mass of debris that was washed out to sea as floodwaters receded from the land, and some of that wreckage continues to float around the ocean.
According to a recent report by the Hawaii-based International Pacific Research Center ( IPRC), so far, the debris field has spread in an area that is approaching 4,000km by 2,000km.
It is estimated that more than a million tons of waste are floating and most of it is headed eastwards, moved by the Kuroshio Current, the North Pacific equivalent of the Gulf Stream in the Atlantic.
IPRC creates daily updates of the debris movement through Pacific Ocean(see tracking debris).
 Updates are provided by extensive modeling work led by Nikolai Maximenko. According all estimations more than 90% of the tsunami debris that has not sunk will move into the North Pacific "Garbage Patch", a long-lived circulation of floating rubbish trapped by the North Pacific Gyre.
I think that there are three comments, related to waste management that we can make in the aftermath of the Japanese tsunami.
First, although in Japan there is one of the most advanced waste management systems in the world, current systems and technologies were simply inappropriate to manage the astonishing quantities of waste produced by the tsunami.  
Second, please imagine what will be the consequences if the earthquake target was not Japan, but another country with less technologies and resources available, maybe characterized by poverty and low living standards. And definitely, such disasters can be also produced not only by earthquakes but from extreme weather phenomena as well, as it is the aftermath of the New Orleans’ disaster.
Third, the floating tsunami debris is one more alarming signal for the need to manage the ocean garbage problem. If we simply wait for a magic solution that will suddenly appear, the problem will be more and more difficult to be solved and the cost will be really prohibitive.
It seems that we need to do much more in order to create waste management emergency responses to events that create really global impacts! The global waste management community has to start an intensive collaboration in order to create networks and cooperation patterns that will allow the management of debris in such extreme phenomena and not only. The only thing that will be an appropriate response to the gigantic natural forces that create such disasters is the power of the massive collaboration of human beings, through a variety of different channels. Marine Litter: not just an environmental threat but an economic catastrophe too

I am sure that everyone knows about the problem of ocean plastics. This is one of the most important global waste management problems. Just think about it for a while. Here are some facts:

• The average concentration is estimated around 46.000 plastic pieces/ sq. mile
• There are cases where plastic waste is 6 times more than the plankton 
• It is estimated that 10% of the global plastic production ends up in the ocean  
• It is considered that there are more than 7.000.000 tons of plastic floating around the world 

The vast majority of the ocean plastics originates from the land activities and not from the sea transport. And a big part of it is a kind of leak from advanced waste management systems, like the USA and  the Japanese one.

Few years ago, during a key-nore lecture in 2009 ISWA's conference in Lisbon, I concluded that the problem of ocean plastics is an indicator of our global inefficiency to manage waste in an environmental sound way even in what we consider advanced waste management systems! And this becomes more and more true, as the time goes by without any actual solution to that problem (for more see the 5gyres website). 

But now, there is evidence that ocean plastics and marine litter are not onluy a serious environmentla threat bot also an environmenttal catastrophe!

A recent study (McIlgorm A., Campbell, H.F., Rule, M.J., 2011, The economic cost and control of marine debris damage in the Asia-Pacific region. Ocean & Coastal Management. 54: 643-651) has now estimated that marine litter in the Asia-Pacific region is likely to cost over US$1.26 billion per year in damage to marine industries.  

The study focused on the economic effects of marine debris in the Asia-Pacific region and calculated the cost of damage to marine industries for the 21 economies in the region. Marine industries (shipping, tourism and fishing) are estimated to be worth 3% of GDP for this region and, based on available statistics from Japan, it is believed that 0.3% of marine sector GDP is lost through debris damage. For example, if floating objects become entangled in ship propellers, or engine cooling systems become blocked, time available for fishing is reduced, while maintenance and repair costs increase. The tourism industry can also suffer if littered beaches deter visitors or development.


Based on these assumptions, the study estimated the cost of damage to marine industries to be US$1.26billion per year. This is very likely to be an underestimate as data on marine debris are lacking. However, it clearly highlights the significance of the issue. Debris is also harmful to wildlife, and can therefore reduce ecosystem services - this is another important indirect cost to consider, but as there is presently no market value for these services, the study did not calculate these costs.


Further calculations suggest that the cost of clearing up plastic waste in this region, whether at sea or on beaches, amounts to $1500 per tonne of waste, on average, although costs of individual clean-ups vary considerably ($100-$20,000 per tonne) depending on the type of waste and method.


The costs of damage and clean-ups need to be weighed up against the costs of prevention, say the researchers, and setting a policy target for achieving an optimal level of waste at sea would be more economically feasible than a zero waste target. 


Community-based voluntary approaches, such as anti-litter campaigns, are also popular, but the study argues that greater efforts are needed to change public behaviour. Market-based instruments are less well used in marine litter prevention, but the study suggests they could play a role in some cases. Possible instruments to reduce overall rates of waste production include deposit-refund schemes, taxes on plastic goods to discourage purchase, and encouragement of recyclable packaging.
